The Public Works Department with its various divisions (Administration, Buildings & Grounds, Public Services, Purchasing/PW Finance, Solid Waste, Utilities, and Airport) works as one entity to serve the communities needs and effectively maintain a high quality of life for Red Wing’s residents and businesses. The Public Works Department continually develops innovative ways to deliver services in a cost-effective manner and environmentally sound practices with a focus on strategic planning and the use of new technology to meet the needs now and into the future.

Rick Moskwa was appointed as Public Works Director at the February 9, 2009, City Council meeting. His office manages the department’s personnel, administration, budget development, organizational development and strategic planning. Rick has worked for the City of Red Wing for more than 25 years, the last 4 years as Deputy Director of Public Works Environmental Resource Division. Prior to that, Rick worked in all areas of the Public Works Department. His experience in the operational and administrative aspects of the Public Works Department have served him well in managing a diverse Public Works Department.
