All of us were probably relieved to hear last night's announcement that the Governor and
legislative leaders had finally agreed on the general framework to end the longest state
shutdown in the nation's history. The news may mean that thousands upon thousands go back
to work, important construction projects get moving again, and that the vulnerable and those
in need can rely on critical assistance. However, as the Governor, Speaker Zellers and Majority
Leader Koch made clear; "no one is going to be happy with this" and many will not be
impressed with the kick‐the‐whale down the road approach employed to resolve the budget impasse.
