City Council approved the purchase of the existing East 5th Street railroad underpass from the Canadian Pacific Railroad (CP) for $1.00 on August 9, 2010. The City is working towards the construction of a new East 5th Street underpass in 2011 utilizing State Bridge Bond funding. In order to use this funding source, the Minnesota Department of Transportation (MnDOT) requires that the City owns the bridge prior to receiving funds. The new bridge will be constructed approximately 200' west of the existing bridge. The new bridge will have far better sight lines, alignment, vertical clearance, lane widths, drainage, and will include a multipurpose path (similar to the Nymphara lane underpass leading into Colvill Park). The new bridge is being constructed cooperatively under agreements between the City, CP, MnDOT, and Xcel Energy. The new roadway alignment will require roadway & utility easements from CP and Xcel Energy.
