How to Vote Absentee
You can vote early by using an absentee ballot, instead of voting in person at the polling place on Election Day. You can vote absentee by mail or in person. Any voter may vote absentee, no reason required.
Absentee ballots are available 46 days before an election. In 2018, ballots will be available on September 21, 2018, for the General Election.

Voting Absentee By Mail
You can complete and submit an absentee ballot application online, or download an absentee ballot application (PDF), then mail, fax or email it to your local elections office (City of Red Wing or Goodhue County).
You do not need to be registered to vote to request an absentee ballot. Election Officials with the City of Red Wing or Goodhue County will mail the absentee ballot materials to you soon after receiving your application.
Once you receive your ballot in the mail, follow the instructions carefully. You will need a witness to sign the absentee ballot signature envelope to confirm your ballot was delivered and that you marked the ballot in private. The witness must be another registered Minnesota voter or a notary from the state.
Voter Registration Application
If you are not registered to vote, a voter registration application will be included in the materials. You must return the registration form, but please do not place the voter registration application into the sealed ballot envelope with your ballot, place it in the outer envelope along with the sealed ballot envelope if you are mailing a completed ballot.
Accepted Proof of Residence
You must show your witness an accepted proof of residence when registering. Acceptable documents are as follows:
- Residential lease or rental agreement (must be valid through Election Day)
- Current student fee statement
- Bill, account or start of service statement due or dated within 30 days of the election for:
- Banking or credit card
- Electric, gas or water
- Internet Services
- Phone (landline, cell, VOIP, etc.)
- Rent or mortgage payments
- Solid waste or sewer services
- TV (cable, satellite, etc.)
Return the ballot on or before Election Day. Delivery options are as follows:
- Mail it in the provided pre-paid envelope or by package delivery service. The ballot must arrive on or before Election Day.
- Deliver it in person to the office that sent the absentee ballot by 3 p.m. on Election day.
Voting Absentee In-Person for City Residents
You can request, receive and cast an absentee ballot in one visit to your county election office or to:

Starting 46 days before the General Election you can vote in person.
You can track the progress of your absentee ballot with the absentee ballot lookup tool. If there is a problem with your ballot, election officials will send a replacement.
General Election day is Tuesday, November 6, 2018. Polling places open at 7 a.m. and close at 8 p.m.
