West Avenue, from 7th Street to Maple Street, is the 2014 street reconstruction project scheduled in the Capital Improvement Plan (CIP). This segment of West Avenue is a State Aid route and will be constructed with federal aid, state aid, & local funding. The city engineering department has completed designing the project and has received the MnDOT approval of the plans for the project. This proposed project is scheduled to open bids on May 12, 2014. This project is to be constructed under a contract in 2014.
The West Avenue Reconstruction Project’s turf establishment and the final pavement striping were completed on June 10, 2015. The vegetation’s growth will be monitored until it reaches 70% growth, at which time, the contract will be complete and the contractor will be paid in full. The contractor will not be watering the turf boulevards, so if drier weather conditions occur during the upcoming months, it will be the property owner’s responsibility to water these boulevard areas fronting their properties throughout the remainder of the growing season.

The West Avenue Reconstruction Project was open for safe vehicle and pedestrian traffic on November 8, 2014. The project's turf establishment and the final pavement striping will be completed before June 1, 2015.

The purpose of the West Avenue Project is for reconstruction of watermain, water services, sanitary sewer, sanitary sewer services, storm sewer, aggregate base, concrete curb & gutter, concrete walks, cast in place concrete retaining wall, bituminous pavement, electrical lighting system, and other appurtenant construction from 7th Street to Maple Street. Project components being modified include:
Safety Improvements – opportunities for access modifications, improved roadway intersection sightlines, improved storm sewer system, electronic advance speed advisory signs, and improved L.E.D. street lighting.
Streetscape Improvements – consistent with the City’s adopted 2011 Complete Streets Policy, include improved travel lanes, boulevard trees, bike route pavement markings, improved street sightlines, addition of sidewalks in locations where they don’t currently exist, cast-in-place concrete retaining wall with architectural treatment, etc.
Pedestrian Improvements – continuous sidewalks on both sides of West Avenue, and Americans with Disabilities Act (ADA) upgrades at pedestrian crossings.
Utility Replacement – the project will include replacement of aging water, sanitary sewer and storm sewer utilities
The needs for improvements to this segment of West Avenue beyond pavement repair include:
Utilities and infrastructure are aging – some of the water and sewer utilities under the street have been temporarily patched in the past and need to be brought up to current state standards.
Storm sewer is in need of replacement with proper sized pipe and intake locations.
Safety and mobility issues exist – sidewalks will be installed continuously on both sides of West Avenue to allow better pedestrian access to and from adjoining neighborhoods and schools. Electronic advance speed advisory signs will be placed ahead of the steep grade on Sand Hill. Intersection radii and street lighting will be improved.
Improve the connections from the neighborhoods to the schools and to the downtown area.
