Public Services Division

The Public Services Division is responsible for the maintenance of the community's streets, street lighting, parking ramps, fleet, water & sewer infrastructure and various seasonal activities. Click on the links below to learn more about these services.

Fleet Maintenance

Located at the Public Works building is the Central Services Shop where there are four full-time mechanics who provide fleet maintenance for the more then 200 vehicles used by city staff. These vehicles include police squad cars, heavy duty equipment, lawn mowers, refuse scooters, pick-up, and fire trucks.

Hydrant Flushing

The City of Red Wing routinely flushes hydrants and water mains twice per year. The flushing is typically scheduled for April and October.

The purpose for flushing the mains, is to clean any potential iron and manganese that may be present in the lines. Typically dead end lines have a higher potential for iron build-up due to a lower volume of flow.

With the construction of the new Water Treatment Facilities, the process of flushing the hydrants and mains may be reduced in the future because we are removing the iron and manganese from the water at the plant level.

Snow Removal

WHEN WILL THE SNOW/ICE CONTROL OPERATIONS START
During snow and ice control operations, routine operations of the Public Works and Police Departments are of secondary importance. The Director of Public Works, through his/her designee, has overall responsibility for snow and ice control operations. The Public Works Director, or in his/her absence, other supervisory staff personnel, shall be responsible to monitor weather conditions, determine the appropriate number and type of equipment necessary, and dispatch crew members in a timely manner to perform activities as required.

Each storm event may dictate a different response to facilitate vehicle travel. In a typical event, the following criteria will be utilized:

Snow accumulation of 1" to 2”. Sand trucks will be dispatched to begin spreading sand/salt mixture on Snow Emergency Route streets (see street classification listing attached). These streets will continue to be monitored until the snow event has ended and/or streets are sufficiently sanded. In the event of continued snowfall, the operation will include the addition of plowing. This type of activity would continue until the snowfall has ceased and/or until approximately 9:00 p.m. If necessary, the activity would resume at approximately 2:00 a.m. the next day and continue until streets are maintained to the level as defined in this policy.

Snow accumulation of 2" - 5”. Beginning at approximately 2:00 a.m., dependant on the time that the actual snowfall stops, crews will be dispatched to completely plow city streets. Plowing operations will continue until all streets have been plowed and sanded to facilitate vehicular travel. Operations would normally be completed within 10 hours of the start time.

Snow accumulation of 6” or greater (in one snow event or successive snow events). In this instance or in anticipation of it, the Public Works Director, Chief Law Enforcement Official, or their designees, will declare a snow emergency which begins at midnight. To assure that the community is informed of the snow emergency, typically, an announcement will be made on the local media (radio station, TV Cable Channel 6, or if newspaper deadline can be met, in the news briefs) by 6:00 p.m. on the day preceding the snow emergency. The emergency exists because of snow or other winter related conditions creating a hazardous road condition or impedes the movement of fire, health, police, emergency or other vehicular traffic. The goal of the announcement is to clear vehicles from streets to allow the safe and effective removal of snow or ice.

Streets and Alleys

Public Works crews provide a variety of street maintenance services throughout the year. These services include: City-wide street sweeping and flushing, weekly sweeping of the downtown core area, pothole repair, crack sealing, seal coating, overlays, rural road grading, roadside brushing and mowing, curb and gutter repair, street lighting maintenance and driveway and sidewalk repair and replacement.

While property owners are responsible for the maintenance and repair of their abutting sidewalks and drive aprons in the right-of-way, the work must be done by either the City of Red Wing or a licensed and bonded contractor. Requests for repair or replacement of either the sidewalk or drive apron should be directed to the Engineering Department at the Community Development Building by calling 651-385-3623.

About The Deputy Director

Lynn NardingerLynn Nardinger is the Deputy Director of Public Services for The Public Works Department. Lynn began his career with the City of Red Wing in 1992. He started working with the Refuse/Recycling Division in 1994. For the next 7 years he worked in various departments such as streets, cemetery, and in the maintenance shop. Lynn became the Marina Manager for Ole Miss Marina in 2002. He spent 5 years working in the marina which is owned by the Red Wing Port Authority. He then took the position of Superintendant of Streets and Utilities for the next year and a half. Lynn became the current Deputy Director in 2008. He now oversee operations and staff insuring that all the work gets done in the various areas of the Public services Divisions such as streets, parks, utilities (collection and distribution), and the cemeteries.
