Mission Statement

The Engineering Department and its Building Inspections Division are at the forefront of revitalization and new development allowing continued growth through the expansion and creation of new and current infrastructure in Red Wing. They are dedicated to ensuring the health, safety and general welfare of all Red Wing residents by adhering to strict infrastructure design standards and enforcing the Minnesota State Building Codes. The Engineering Department is dedicated to continuing its mission of infrastructure improvements and maintaining building standards to serve the needs of a growing community.

Director's Message

Red Wing has experienced an accelerated growth rate in the last few years and the Engineering Department and its Building Inspections Division is at the forefront of this continued expansion. Along with new development, the department also participates in revitalization efforts, plat and project reviews, surveys, design and construction administration, building permits, inspections and housing code enforcement. Our staff works closely with other city departments as well as outside agencies, developers and residents to ensure the best possible results on all of these projects.

I am proud to work with a staff that is both talented and dedicated, we look forward to the challenges and excitement that our continued growth will bring. We are committed to maintaining the City of Red Wing as a great place to live, work and enjoy!

Description of Goods and Services

The Inspections division of the Engineering Department provides services for the city in the following four areas:

  1. Building Construction Plan reviews, site drainage reviews and inspections, all stages of building inspections, plumbing inspections, mechanical inspections, permit writing and archiving, preparing and processing state surcharge payments and reports, etc.
  2. Housing and Code Enforcement Creating and maintaining a rental dwelling property database; Managing the residential rental; dwelling property inspection program; which includes, contacting rental property owners, inspecting and licensing all rental dwelling in the city over a three year cycle, invoicing Property owners for inspection and licensing services, and assisting the Police Department with educational seminars for the Crime Free Multi-Housing Program.
  3. Junk Code Enforcement Enforce the city code, chapter 10, as it relates to the outdoor writing citations or bringing violations to Council for action as Public Nuisances. Assisting the Police Department with educational seminars for the Crime Free-Multi-Housing Program. These are handled both by complaint and proactively as the half time position allows.
  4. Provide front line receptionists/clerks/cashiers for the main line of the city phone system and all types of cash receipting.

The Engineering Department provides infrastructure management and support services for the City. This includes a wide array of functions, some of which are listed below:

  • Plat and Plan review for all types of city infrastructure and right-of-ways.
  • Surveys, design, staking, inspection, contract administration, construction record drawings and plan archiving for both new and reconstruction projects.
  • Manage the Municipal State Aid Street System (MSAS) and its needs funding apportionment to maximize the funding received from State Aid.
  • Manage the City bridge inventory for safety inspections and reporting to MnDOT.
  • Maintain and expand the city addressing system for growth.
  • Provide mapping, plotting, surveying and staking services to other departments as requested.
  • Process right-of-way acquisitions, street vacations, property sales and easement grants as related to city projects.
  • Hold neighborhood meetings, public hearings and other public involvement meetings to facilitate project development and assessments for city projects.
