East Fifth Street Bridge Replacement Project

This project is a state aid project which consists of the furnishing of all labor, tools, materials, equipment and all else necessary for the construction/replacement of Bridge #25606, Canadian Pacific Railroad over East Fifth Street adjacent to the Xcel Energy Steam Plant in the City of Red Wing, Minnesota. The project is being funded by State and Local taxes.

East 5th Street will be open to traffic, with intermittent traffic delays and at times, short term road closures.  Street closures for through traffic will be necessary at times during the various phases of construction on this project, and will be signed accordingly.  Alternate routes will be necessary at times during the project as the work progresses.  City crews appreciate the cooperation and patience of neighbors, drivers and pedestrians during this time of inconvenience.  The bridge construction portion of this project is expected to be completed by June 15, 2013.  UPDATE:  Due to weather and scheduling issues with the railroad, completion of the bridge replacement has been pushed back to July 31st, 2013.  Once this work is completed, remaining work which will include utilities installation, roadwork and turf establishment will begin.  UPDATE (11/22/13):  City crews have finished installing conduits for fiber optics along the roadway.  Larry's Excavating has now finished subgrading East Fifth Street and constructed most of the gravel base.  He will complete the gravel, grading and hydro mulching work so that the new roadway will be open to traffic prior to Thanksgiving.  It is anticipated that this project will be completed by the Summer of 2014.  PROJECT COMPLETED (10/24/14):   Monarch Paving Company has completed the street reconstruction, curb & gutter and bituminous pavement, and the roadway was open for traffic on October 7th, 2014.  Turf establishment has been done, and will be reviewed in the spring of 2015 for growth.

Project Schedule

  • All preliminary planning and designs have been completed.  Bids were let for the demolition/construction phase of this project with a contract awarded on September 26, 2011.
  • Project Start Date is September 10, 2012 with an anticipated completion date of June 15, 2013.

 Traffic Impacts

  • Street closures for through traffic will be necessary at times during the various phases of this project, and will be signed accordingly.  Alternate routes will be necessary at times as the work progresses.
  • City Crews appreciate the cooperation and patience of neighbors, drivers and pedestrians during this time of inconvenience, and encourage motorists to stay alert and drive carefully through work zones.
  • Use alternate routes whenever possible. 

Primary Project Purpose

  • The existing bridge is in very poor condition and is a safety hazard for vehicular, pedestrian and bicycle traffic due to the horizontal and vertical bridge clearances and horizontal roadway alignment.  The public uses the bridge to access the Municipal Wastewater Treatment Plant, the Izaak Walton Club property and the Excel Energy Plant. 

 Benefits

  • Public access and site lines will make this street safer for vehicle, pedestrian and bicycle traffic.
  • Sidewalks and a community trail may be added for general public use to/from Levee Park and Colvill Park.
  • Fire truck and emergency vehicles will be provided a safer acces to the Municipal Wastewater Treatment Plant, the Izaak Walton Club property and the Excel Energy Plant.
