Q: I am curious how many animals are allowed per house?

A: City code Chapter 10, Section 10.06, Subdivision 5 states that a household may not contain more than three dogs over the age of six months. There is no limit on the number of cats, however they must be properly cared for and licensed. All dogs and cats over the age of six months must be licensed in the City of Red Wing.  A license can be obtained at the River Bluffs Humane Society and are valid for the time period of their current vaccinations (example, your dog’s rabies vaccination is good for three years, the license will expire when the rabies vaccination is due/expires). License is $10 per year per dog or cat. All licensed dog and cats shall wear a collar with the current license tag firmly attached.

It is also unlawful for the owner of any dog and cat to permit such animal to run at large. Any dog or cat shall be deemed to be running at large with the permission of the owner unless it is on a durable leash or chain secured to an object which it cannot move and on the premises of the owner, or on such leash or chain and under the control of an accompanying person of suitable age and discretion, or confined within a motor vehicle, or confined within a building, fence (electronic wireless fences are not allowed), or other enclosure of construction sufficient to prevent the dog or cat from escaping.

City Code Section 10.09 Animal Waste requires excrement to be immediately cleaned up on public property or the property of others, and upon the animal owner's property must be cleaned up within seven days, or if more than one animal resides on the property, within three days and must not be allowed to accumulate.

As you can see, owners are responsible and accountable for their dogs and cats and the more animals you have, the more responsibility that is associated with pet ownership. Failure to comply with the code requirements listed above is a petty misdemeanor for each offense, “a separate offense shall be deemed committed upon each separate day during or which a violation occurs or continues”.
